The GHG Protocol<strong> Corporate Value Chain (Scope 3) Accounting and Reporting Standard <\/strong>was first released in 2011 and has assisted organizations throughout the world to measure and report on value chain emissions [1]. To ensure the standard stays relevant and feasible, the GHG Protocol performed <strong>a global stakeholder consultation from November 2022 to March 2023<\/strong>, gathering more than <strong>350 survey responses and over 100 technical proposals.<\/strong><\/p>\n<p>The revision is supported by a <strong>65-member Technical Working Group<\/strong> from <strong>more than 20 nations and six continents<\/strong>, combining expertise from business, government, academia, non-governmental organizations and consulting. <strong>In March 2026<\/strong>, the GHG Protocol released the <a href=\"https:\/\/share.google\/61g8NO6Zf04gYbhx8\"><strong>Scope 3 Standard Revisions: Phase 1 Progress Update<\/strong><\/a>, which includes draft technical suggestions that outline a possible future path for Scope 3 reporting. <strong>These suggestions are still under consideration, subject to additional revision, public consultation and final approval before any changes are incorporated into the revised standard<\/strong> [2].<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Three Technical Workstreams<\/strong><\/p>\n<p><strong>The Phase 1 draft revisions<\/strong> are an early indication of how <strong>Scope 3 reporting<\/strong> might develop to improve data quality, transparency, consistency and comparability. The suggested updates are structured into <strong>three technical workstreams [2]<\/strong>:<\/p>\n<ol>\n<li><strong>Series A \u2013 Data quality and related topics<\/strong>: Improves instructions on data quality, emission factors, supplier data allocation, and verification disclosure.<\/li>\n<li><strong>Series B \u2013 Boundary Setting<\/strong>: New requirements for clearer reporting borders, <strong>a 95% reporting threshold for necessary Scope 3 emissions<\/strong>, and a new suggested <strong>Category 16 for other value chain activities, including facilitated activities.<\/strong><\/li>\n<li><strong>Series C \u2013 Investments (Category 15)<\/strong>: Updates the classification, boundary and <strong>calculation techniques for emissions from investments<\/strong> to increase consistency and comparability.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong>Key Proposed Revisions<\/strong><\/p>\n<p>The Phase 1 draft includes several notable proposals, including:<\/p>\n<ul>\n<li><strong>Disaggregation<\/strong> of reported Scope 3 emissions <strong>by data type<\/strong>.<\/li>\n<li><strong>Disclosure<\/strong> of whether the Scope 3 inventory or individual Scope 3 categories are <strong>fully verified, partially verified, or not verified.&nbsp;<\/strong><\/li>\n<li>A proposed requirement to report <strong>at least 95% of required Scope 3 emissions<\/strong>, supported by quantification, disclosure, and justification of exclusions.&nbsp;<\/li>\n<li><strong>Separate reporting of required and optional Scope 3 emissions<\/strong> to improve transparency and comparability.&nbsp;<\/li>\n<li>Introduction of <strong>a proposed Category 16 for other value chain activities<\/strong>, including facilitated activities associated with evolving business models.&nbsp;<\/li>\n<li>Refinement of methodologies for <strong>accounting and reporting investment-related emissions<\/strong> under <strong>Category 15<\/strong>.&nbsp;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>Although these suggested revisions are still under development, they represent a significant step forward to modernize the GHG Protocol Scope 3 Standard by increasing accuracy, completeness, consistency, transparency and relevance of Scope 3 accounting and reporting. Organizations should begin preparations by increasing supplier participation, upgrading the quality of emissions data, documenting reporting processes and improving internal data management systems.
