- ซีรีส์ B – การกำหนดขอบเขต (Boundary Setting): กำหนดข้อกำหนดใหม่เพื่อความชัดเจนของขอบเขตการรายงาน กำหนดเกณฑ์การรายงานขั้นต่ำร้อยละ 95 ของการปล่อยก๊าซเรือนกระจกขอบเขตที่ 3 ที่จำเป็นต้องรายงาน และเสนอให้มีหมวดหมู่ที่ 16 (Category 16) สำหรับกิจกรรมอื่น ๆ ในห่วงโซ่คุณค่า ซึ่งรวมถึงกิจกรรมที่องค์กรมีบทบาทสนับสนุนหรืออำนวยความสะดวก (facilitated activities)

ข้อเสนอแก้ไขสำคัญ
ข้อเสนอฉบับร่างระยะที่ 1 ประกอบด้วยข้อเสนอที่สำคัญหลายประการ ได้แก่
- การแยกย่อยข้อมูลการปล่อยก๊าซเรือนกระจกขอบเขตที่ 3 ที่รายงาน ตามประเภทของข้อมูล (data type)
- การเปิดเผยว่ารายการปล่อยก๊าซเรือนกระจกขอบเขตที่ 3 หรือแต่ละหมวดหมู่ย่อยของ Scope 3 ได้รับการทวนสอบอย่างสมบูรณ์ ทวนสอบบางส่วน หรือยังไม่ได้รับการทวนสอบ

บทสรุป

Preparing for the Next Generation of Scope 3 Reporting: Key Proposed Revisions from the GHG Protocol Phase 1 Progress Update

Background
As organizations deal with growing demands to be transparent about the environment and decarbonize their value chains, Scope 3 emissions reporting has become a crucial part of corporate greenhouse gas (GHG) accounting. The GHG Protocol Corporate Value Chain (Scope 3) Accounting and Reporting Standard was first released in 2011 and has assisted organizations throughout the world to measure and report on value chain emissions [1]. To ensure the standard stays relevant and feasible, the GHG Protocol performed a global stakeholder consultation from November 2022 to March 2023, gathering more than 350 survey responses and over 100 technical proposals.
The revision is supported by a 65-member Technical Working Group from more than 20 nations and six continents, combining expertise from business, government, academia, non-governmental organizations and consulting. In March 2026, the GHG Protocol released the Scope 3 Standard Revisions: Phase 1 Progress Update, which includes draft technical suggestions that outline a possible future path for Scope 3 reporting. These suggestions are still under consideration, subject to additional revision, public consultation and final approval before any changes are incorporated into the revised standard [2].
Three Technical Workstreams
The Phase 1 draft revisions are an early indication of how Scope 3 reporting might develop to improve data quality, transparency, consistency and comparability. The suggested updates are structured into three technical workstreams [2]:
- Series A – Data quality and related topics: Improves instructions on data quality, emission factors, supplier data allocation, and verification disclosure.
- Series B – Boundary Setting: New requirements for clearer reporting borders, a 95% reporting threshold for necessary Scope 3 emissions, and a new suggested Category 16 for other value chain activities, including facilitated activities.
- Series C – Investments (Category 15): Updates the classification, boundary and calculation techniques for emissions from investments to increase consistency and comparability.
Key Proposed Revisions
The Phase 1 draft includes several notable proposals, including:
- Disaggregation of reported Scope 3 emissions by data type.
- Disclosure of whether the Scope 3 inventory or individual Scope 3 categories are fully verified, partially verified, or not verified.
- A proposed requirement to report at least 95% of required Scope 3 emissions, supported by quantification, disclosure, and justification of exclusions.
- Separate reporting of required and optional Scope 3 emissions to improve transparency and comparability.
- Introduction of a proposed Category 16 for other value chain activities, including facilitated activities associated with evolving business models.
- Refinement of methodologies for accounting and reporting investment-related emissions under Category 15.
Conclusion
Although these suggested revisions are still under development, they represent a significant step forward to modernize the GHG Protocol Scope 3 Standard by increasing accuracy, completeness, consistency, transparency and relevance of Scope 3 accounting and reporting. Organizations should begin preparations by increasing supplier participation, upgrading the quality of emissions data, documenting reporting processes and improving internal data management systems. With early awareness and readiness, companies will be more flexible to adapt to the further evolution of the updated Scope 3 Standard through the revision process.
